"Guaranteed" is a pretty hefty word for a scientist. All it would take is for some small areas of Jupiter to be naturally stagnant insofar as complete convection overturn is concerned, and bingo. Kind of like the ancient tide pools on Earth.

And I think we should use the word "Europan" to prevent confusion. ;)
