...I can't see Vermont possessing a visible minority
population percentage of more than 1.0 or 2.0 percent.

I could be wrong on this one! Am I right on this assumption, or wrong?

And Dean may have had his hands tied with such
a small minority base in Vermont to select compotent/experienced staffers from some race/ethnic groups.

Ahhhh!! Dean may make amends on this issue...if elected.
