People in a democracy speaking their mind or being concerned about a cost effective program. Wouldn't want to bother the commision with practical details like public buy in, interest, or cost effectiveness. These couldn't possibly impact the long term viability of the program which seems to be a concern of the commision.
I thought it was strange that one of the first people to testify is largely responsible for the last failed push beyond LEO.
