Your road analogy overlooks one thing, bulding a road from Orlando to Atlanta shouldn't go through Fairbanks under any circumstances. It is important to have good input at the very start to head in the correct general direction. The plans are sufficiently vague that we can go to the Moon and then Mars with a reasonable price tag. Unfortunately far too many comments are being made which make this sound like the 90 day plan warmed over. That should be killed and killed fast.
