Bad analogy.

France was occupied by a foreign army. How many French guerillas would you expect to attack us?

A more accurate analogy might be the Spanish Civil War. Of those nearly 3,000 brave Americans who went over there to pry loose a dictatorship, how many were shot at by Spaniards?
