Could there be "liquid" water underneath?

If I had a drilling rig at Meridiani, would I have to drill meters or kilometers before I hit an aquifer from which I could pump brine (?) to the surface? --or-- Would my drill bit only see slightly "moist" regolith until it hit solid ice?

Should the observed olivine at Meridiani be described as material blown in from drier areas of Mars?
