Dude, it was 1976, Reagan hadn't been deified yet. He was known nationally as a Hollywood actor who'd dabbled successfully in politics, once, to get elected governor of California. In other words, a lightweight. A dilettante. Images like that one, and hundreds more from his agency portfolio, were the candidate's bio in 1976.
Are you sure you read the caption? How does it make the candidate look like a goof to describe him as "possessing the most nearly perfect male figure"? Looks are everything in politics. That could only have helped him.
I don't think the old full-frontal body-builder nudes of Arnold they dredged up did him any harm, either. People pretend to wring their hands, but everybody knows that sex sells.
