You could say it is "we" who do that elevation.
But I don't think it's that many people actually doing it. And when it happens, most of us just shrug because that's something that's just going to happen, people being people. There's a huge market for the National Enquirer, too.
Except when somebody comes along and uses it to cobble together a political indictment because they are worried they are losing an election.
