The rules in place cannot keep the Cheney's and Bush's from manipulating the stock market to their benefit.
And conservatives say that there are too many rules, they can be trusted to be honest, preserve the environment, etc., with rules. Capitalism is too fettered to be as efficient as it could be.
Look at the last 3 years of corporate scandals and tell me how fewer rules will make for a better system for everyone, INCLUDING the small investor.
