Nobody is claiming the moon is not a destination. It isn't required to reach Mars and building Mars bound spacecraft on the Moon as the Bush speech suggested makes no sense at all.
Nobody doing the planning for Moon missions has crew on the ground for a year or even 6 months. Your second point isn't going to happen. We will treat the Moon as a further away ISS.
You do realize that with Bush's plan there is a smaller demand for Astronauts for years.
