"So your crew will be only as far a 2 hour (probably more like 1.5) away at max from the Vault?"
If traveling suborbital you are less than 1 hr from anywhere on surface of moon. So if you had to travel for say more than 30 min on surface, you would probably hop instead. It doesn't make much sense to spend a lot time "commuting" to work.
"Or are you planning portable regolith covered Vaults? Some repairs may take a little longer than a couple of hours. Being stuck in a spacesuits doesn't promote speed in workers."
Well, your crew could work for longer than 4 hour outside, I was talking about average time per 24 period over months of time. So you could have one day with 0 hrs outside and next 24 period spend 8 hrs outside. You also could have a situation where radiation level could be somewhat predictable so you might have certain time periods with a higher probablity of radiation or lower radiation- plus of course, there would times of solar flares- which would be impossible to be outside.
