re: NASA makes up rules not I.

"You and Raoul have both suggest the solution is hunker down with a layer of regolith between you and the surface. Why do you think people would want to travel to the Moon to hangout in a vault? "

Well, you could sleep in a vault, you could meal meals in a vault, you could suit up in a vault, you go out on the surface for say up 4 hours, then you bring stuff back to the vault to study, and fix things in the vault. You could teleoperate from a vault. You could communicate to Earth from vault. You do excercise to stay in shape in the vault. etc.
If you are on the surface for a average of 4 hours out of 24 hrs, that means your exposure is reduced by 1/6th compared to if you living at the surface with little radiation sheilding- or another saying this is you increasing the amount time allowable based on total radiation received by a factor of 6 [at the least]. To do more than 4 hours of spacewalks per 24 hr for months of time would probably more time outside than someone could realistic do.
