It sounded pretty clear to me that because civilians were killed (even though they weren't deliberately targeted) in the war on Iraq he thought it was just fine for terrorists to intentionally target and murder civilians elsewhere. I don't see him denying it. If he does and I did misinterpreted him then I will apologize.
