Sorry, but that's not at all what he meant.
There's a serious problem in the US: it doesn't understand how to fight against terrorism; it sends troops to a coutry that had nothing to do with 9/11, claiming it will, by that way, make the planet a safer place.

But instead, it got worse; just as those against the war have said.

Unfortunately, terrorism is global, it's an international network and the only way to fight it is through an international network of intelligence, information gathering and sharing and police actions.

Give the Guantanamo detainees access to foreign investigators.
