The accuracy of those weapons is questionable at best.
Some of the weapons a B-52 carries are theoretically precise. In reality they aren't that good, though some of those weapons find their way to their intended targets.
A fully armed B-52 is a WMD, and it's use in a civilian-rich environment will result in casualties galore. The person who advocates their use in that situation is advocating for civilian casualties.
Arf (I don't think even Rumsfeld is suggesting the use of B-52s. May be, but I doubt it.)
