perhaps exceptions prove the rule? But the question of consistency here would be, does our State Dept. or CIA list Museveni as a dictator?

Again, these mentioned agencies fail to list Rios Montt as a terrorist, or any of the School of the America's trained -military junta governed -Catholic priest killing-Latin American nations leaderships.

Go figure.
