of allowing the manipulation of language to force you to accept self-serving defiitions of terms that exclude all except the speakers perspecive.
Strategies and tactics that might best be described as "terrorist" have always been integral components of the foreign policy instruments of modern states, and this includes the US and other Western states.
When the state is shown to be the perpetrator, the act is simply labled otherwise. States and their supporters back away from labeling what they do as terror, preferring to adopt euphemistic designations such as coercive diplomacy, preemptive strike, nuclear deterrence, and aid to a friendly state to maintain its internal security.
In this case you are using the State Dept. to list dictators. What you got was the State Dept. enemies list. You got a listing of some organizations listed as terrorist organizations. This is not what was asked for. And the list is limited to a particular bias.
Dictators come in all stripes. Left and right totalitarian states exist side by side. Some are more benign than other (eg., the Saud family).
A current list of world dictators would be both interesting and arguable.

- Where can I get a list of all the world's dictatorships?
- You can start your list with nearly all of the countries in Africa.
- Do you mean "dictatorships", which have a narrow political definition, or "authoritarian governments", whose definition is somewhat wider?
- According to the CIA, there are 3.
- Not an easy task
