Occupation executives

People assigned by a military occupation force to administer martial law are probably the best at yielding control after the specified period has elapsed. They are career military, and it's just another assignment. Do the job, get your next orders, move on.

Make no mistake, though: their powers are dictatorial in the classical sense.
