A sophisticated enemy

An enemy sophisticated enough to produce a nuclear weapon (not simply a dirty bomb) will be able to spoof radiation detectors. Many of America's largest cities are seaports. How difficult would it be to have a nuclear weapon on board a ship or in a shipping container on the ship's deck? The weapon could have lead bricks stacked up around it to mask its radiation signature (the bricks would not impede its destructive power). The only way we can prevent this form of terrorism is to stop it at the source. The Iranians are developing nuclear weapon's technology as we speak. The Pakistanis are one assassination away from becoming Al Qaeda's main weapons supplier. What will the United States do after New York or L.A. gets blown away? I fear our response almost as much as the initial act of terrorism.
