They need more troops to protect the people and themselves.
Pretty much everyone agrees there is a need for more folks over there. People are being extended, the NG stretched, forces reduced everywhere else, and other countries are withdrawing or limiting troops. The occupation isn't protecting the Iraqis very well at all, and is doing a limited job protecting themselves.
