Do you declare war? How do you know when it ends?

Or is the idea of undeclared "war" against a nebulous group a political sham, an artifice, gimmick, to enable a President to restrict civil rights, imprison, invade harmless people, enrich favored corporations, and, above all,

get re-elected?

Inquiring minds want to know. How will one know when to let those people go, especially the innocent ones?
