We did not try this in Afghanistan. The Brits warned us repeatedly to not shoot up everything in sight. We slaughtered Afghanis by the thousands.
If you've ever seen an American unit under fire you might understand. It has almost unlimited ammunition in most cases, and uses it against anything which moves - man, woman and child.
The exception is when the unit is in the bush, and even then it can usually be resupplied by air. And in those cases most of the time they avoid anyone but the badguys.
We did NOT do much in the way of rebuilding. GWB in Japan reneged upon US promises, and told countries interested in aid to Afghanistan that the us was the primary force driving the Taliban out, and it's up to the rest of the world to rebuild it.
The US puppet in Kabul, Karzai, is begging the world for aid. There are promises, not much dribbling in, and that's after the hearts and minds have been lost in a body count.
We did Afghanistan exactly wrong. We did not win the support of the population. Didn't even try, except for kids sending pennies and some one-time supplies.
