And, it would be entirely possible to present the pictures with the victims identity hidden.

Heck, in a lot of them the victim is wearing a hood - remember the one with the guy standing on a box, with "electrodes" on his hands?

No chance of recognizing that fellow, if indeed it were a fellow.
