Clearly, we can not expect 100% accuracy. However, if we capture somebody who was toting a gun for Al Qaeda, our chances of being wrong are remote. In any case, this is a war, and the usual rules do NOT apply. For example: Combattant prisoners can be held without charge or trial until the cessation of hostilities. Since Al Qaeda will never cease hostilities as long as a single member remains alive, that means that we can hold these guys forever. That is one example of the difference. If, in addition, we determine that ALL Al Qaeda members are terrorists (target civilians) ipso facto, we can establish tribunals and we can shoot them for no other reason than being members of Al Qaeda. They need not be shown to have committed crimes individually. I concede that we do need to establish such tribunals, but there is no time limit on this. In other words, these guys belong to us until we determine otherwise. Note that some guys HAVE been thrown out of Guantanamo. The rest will stay there until Hell freezes over.
I am all out of sympathy for Al Qaeda. I ran out of it when I saw the news on September 11, 2001. All my sympathy went to the victims of Al Qaeda. I repeat: To HELL with them all.

It is the business of the captors to separate the wheat from the chaff.
