I would add NAFTA to the "plus" column. Although the agreements are a dog's breakfast in some areas, it was a win for freedom of trade.

I would also move failure to socialize medicine into the "plus" column. ;)

Another minus would be the decimation of our military forces, although to be fair there were also others (including some Republicans) eager to cash in on the "peace dividend" by stripping the military budget for other favored causes.
