Saddam diverted money that was supposed to help his people into his own purposes. This has now been thoroughly documented, along with the U.N. taking a piece of the action. Sanctions were doing nothing to affect Saddam's policies.
The idea that "sanctions were working" is only valid if you have some bizarre concept of the term "working" that I'm not familiar with. Like I said, Donald has a very weird idea of warfare, and it's likely that any result that does not involve the deaths of American soldiers--the only factor in this entire endeavor that seems to make an impression on him--would be considered a good one, including surrender.
Looting oil-for-food money, defying the inspections, wars, invasions of neighboring nations, rumors of WMD, real WMD (used on thousands of victims), two consecutive nuclear weapons programs, massacres of his own people, massive environmental sabotage (oil burning, draining the marshes), missile attacks on Israel, and support of terrorism.
The man who did all this is sitting in a jail cell. I call this progress. So does most of Iraq.

- They were doing that, too. A bit like American bombs - work, kill kids too. (n/t)
- re: So is it your contention we (the USA) are the Earth's Mom? Next your going to say we need to invade North Korea because of it's starving kids.
