If you listen to the Iraqi sources you quote (typically doctors interviewed by the media at hospitals), you'd think nobody in Iraq who has ever been killed by the coalition was an insurgent.
The coalition and the current Iraqi government, say the raids did the job, and took out insurgents.
At least one of the safehouses targeted was pointed out by Iraqi intelligence and government officials. Other Iraqi informants were involved with the other attacks, as well as confirming intelligence from other sources.
You do read the Centcom and other releases, don't you?
Believe who you want.
