In the view expressed there is a victim and abuser.
We shouldn't blame the victim for the problem.
The weaker party is always the victim.
If the weaker were strengthened the situation would be changed.
It should be possible to protect the victims and make the perpetrators correct their evil ways.
Actually this is a popular legal view, and not a psychological view. In psychology the therapist's job is to get the parties to take individual responsibilites for their problems.
The job of the lawyer is to make someone else responsible for his/her client's problem. This is the essence of the adversarial system.
The legalistic role is opposite the psychologist role. If psychotherapists make someone else responsible for their client's problems they cannot help the client improve their lives. If lawyers hold their clients responsible, they betray their duty to their clients.
Political solutions are good psychology. Unfortunately, there is little good psychology in the actions of the Bush administration.
You are right in indentifying the psychology of the situation as the key.
