What I think President Gore would have done (alternate history department)

He would not have ignored 9/11. Almost certainly we would have attacked Afghanistan militarily. However, I think the jury is definitely out on whether we would have attempted an invasion to totally overthrow the government there.

I'm thinking a Bosnia-style airwar. Heavy bombing of terror camps, bombing of the border areas. Not as many troops on the ground. Maybe some Special Forces. Bad news--a lot more innocent Afghans dead. Good news--probably a better chance that the large pile of corpses would include bin Laden.

We would not have gone into Iraq. No-fly zones patrolled as usual. Maybe U.N. inspectors would be there, maybe not. Without the fleet offshore, who knows? The documented Iraqi program to fool the U.N. would still be running.

I don't know if we would have caught out the Pakistani nuke ring or not. Libya would still have an WMD program. North Korea would be doing what it's doing now. Why not? Like Iran, what's to fear from the U.N.?

Economy would have taken the hit it took from 9/11 and the fall of the tech market. There would have been tax cuts "targeted" to people who mostly don't pay any. Lots of votes. Some new consumption. Not much overall government revenue redirected into the private sector. The 5.5 percent unemployment rate would be hailed. When Clinton was running for re-election it was 5.6.
