Do you even know if pebble-bed reactors can make suitable breeder reactors? Not every reactor can be used as a breeder in my understanding.

Besides, currently the only thing a country needs right now to develop a nuke is simple political will and access to fissile ores- the technology and materials are simply just out there, and the US off chasing shadows helps too.
