The question was asked:

Do you even know if pebble-bed reactors can make suitable breeder reactors?

If it's a slow neutron power reactor (like the pebble-bed) then it's not suitable as a breeder. The plutonium gets "over cooked" and produces unsuitable isotopes. Fast neutron reactors with liquid metal coolant are the best for breeding plutonium.
