Bush is not a strong leader.
It doesn't take strength to attack someone your pretty sure you can beat the crap out of. I suspect given 9/11 even Clinton would have attacked Afghanistan. Beside Bush is dangerously delusional or terribly stupid you take your pick.
He reads intel that said Hussein probably had WDS and at the very same time read intel saying if you invade it will be a messy aftermath with rebellions and guerilla warfare. He choose to believe one and not the other. No particular reason to do that that I can come up with and it's one of those question Tom and Larry never answer.
