You're dealing with a fantasy worldview, Mark.
Bowser is right that they didn't say "do nothing." In point of fact, they didn't say anything at all that makes any sense ("stun technologies?") "There are better ways to do it" is a null statement. It can be said about anything in existence, and without details, it means nothing.
I hear it a lot.
How to get "tough" on terror, from the originally-linked article, boldface mine:
Making Moscow loved in Grozny is the really strong response to terror in Beslan, as strong as setting out to make the US loved, not hated, across the Arab world. But that is a task for bold and subtle statesmanship, not for soldiers.
Terrorists must not be portrayed as crusaders set on global domination but as guns for hire and nothing else. It is their causes that yearn for resolution, and that is seldom susceptible to military force.
Dealing with criminals, however fanatical, is a matter for the police and security services.
It is for meticulous intelligence and liaison, not the generation of war hysteria.
A bomber will always get through sooner or later. When it happens the victims must be regarded as those of any tragic accident, as desperately unlucky. Their fate cannot justify unhingeing democracy or invoking the apocalyptic horsemen.
The truth is that really getting tough on terror is boring. Appeasing it with notoriety and talk of war is spectacular and popular.
That is the biggest risk of all.
As with many comments like this, you look in vain for a verb. The idea is that there is a "better way," but the details are a bit muddy. This new "tough" approach is a bit hard to figure out. How do you get bin Laden to love us? He has laid out what he wants. Now what? The Palestinian leadership has laid out what they want. The destruction of Israel. Okay, now let's work out a compromise on that.
Even when you get past the people whose response to any conflict between the West and something else is to side against the West, you still have people who are utterly convinced that there is no human being who cannot be reasoned with over a nice cup of tea. Mass graves are full of them.
And, of course, there is always surrender.
There are probably good reasons some people don't get too specific.
