Mark, you miss the most important part of what Raoul is saying.

The world view of our war actions was it was illegal. Sure their wrong in how it is illegal, but...

I think you could make a case that it was illegal because the congress can't give it's war powers to the POTUS. It is probably unconstitutional for them to do so. I really doubt we will spend much time looking into that one. Past history says we won't.
