I think there are a lot of ways short of going to war that we and the Iraqi government could employ in the next phase of the war on terror.

Iraq and Afganistan really need to work on sealing their borders so that terrorists can't operate in one country while seeking refuge in another...But then we in the US have our own problems with sealing our borders...
