His only proven connection to terrorism so far was the Palestinian payments.
Tacit support for Ansar-al-Islam who were mainly operating in an area he had no conrol over.

He was not a risk to the region,

Never said that. While he had an army he was a risk to the region.
Your fears of WMD made him seem a much greater risk to the region than he actually was.

and he did not pursue policies to hurt the USA?

What policies were these? Be specific.
And if all ya got is plans to pop Pop and shooting at US/UK airplanes in no-fly zones, then ya aint got much.
