Question on the "Global Test."

Sort of been waiting for this subject to come up.

Kerry, in the debate:

"I'll never give a veto to any country over our security.

...No president, though all of American history, has ever ceded, and nor would I, the right to preempt in any way necessary to protect the United States of America.

But if and when you do it, Jim, you have to do it in a way that passes the test, that passes the global test where your countrymen, your people understand fully why you're doing what you're doing and you can prove to the world that you did it for legitimate reasons."

Are there any Kerry supporters out there who are willing to try and define exactly what a "global test" might be that would decide whether or not America took action to defend itself?

Especially in light of Kerry's insistence that he would not allow any other nation to "veto" his right to take action?

If we don't give anyone the right to preempt our actions, whose permission are we looking for?

Of course, this is probably not really relevant, since my thesis is that there are damn few Kerry supporters out there, just a large number of Bush haters.
