The "Global Test" to be passed is one unfamiliar to Republicans and therefor your confusion is understandable.
The Global or Universal test or requirement is the President tell the TRUTH to the people.
Bush did not do this, is not doing it, and has no plans to do it in the future.
Obviously this is a novel concept to Republicans who follow the Jack Nicholson route of , "You can't handle the truth!" when talking to the American people.
Mr. Preznit, try telling us the truth about WMD, invading foreign nations, 9-11 connections, etc. Just try it, instead of beating your chest and saying "Bring it On."
