I think the President was expecting more of an initial fight- Take out Saddam and cronies in a few days or weeks and then that be the end of it. Then go to rebuilding the company. Most surrendered, because they have no loyalty to Saddam, but the ones that were loyal fled. We got a lot of them, but now we are fighting terrorist that have come from all over the Middle East. I don’t think Bush foresaw this, but it could be a good thing. These terrorist were going to be a problem sooner or later. At their choice they are fighting our military instead. In the long run, this should help spread freedom across the Middle East, for those who will opposes it should be few.
