The man is taking pictures of armed insurgents in battle without having his head shot off. Unless the man is sneaking around with a hidden camera, I dare say that even if there is not active collaboration in subject matter, there is at least tacit agreement that the photos will be along the lines the insurgency wants to project.

If someone told you that reporters imbedded with the Marines were turning out stories tending to be favorable to the Marines, would you believe it or not?

Now, would you believe it of men who routinely saw off the heads of people they don't like?
