Mind Control---- Fact or Fancy?

It's not exactly time to take your tin foil hats off.
I came across the Levesque cases In Canada where a family was awarded $755 MILLION for damages due to e-wars (mind control), carried out by the Ontario Provincial Policed (OPP) under supervision of the CIA and US government.

Final payment was never made because over 12 cartons of documents "disappeared" before the final distribution. And this is only one <case>.
