First you propose using past experience to repair the Shuttle's technology to make it more reliable. Next you'll do something really silly like propose to retrofit the Shuttle to make it more cost effective, e.g. replace the ET and SRBs with a reusable booster.

Let's be reasonable! The Shuttle should be immediately scrapped and replaced with nonreusuable Apollo capsule technology redesigned from a clean piece of paper. The objective is not to explore Space. It's to run around in circles and piss away the taxpayer's money.
