Wouldn't bother me a bit if we pumped (oh, say) $86 billion a year more into space and astronomy of all kinds, including and especially manned. Wouldn't put me off if we lost some missions, as long as the success rate was good, and we seemed to be doing our best.

Charter is not mandate, though. Mandate must be renewed with the budget cycle. And PR material on their website is advertising to help with the mandate-renewal process.
