Speaking as a long time gun owner and collector, all guns should be liscensed and the owner permitted to own them. Permission should be on the basis of demonstrated competency.
I started a gun education program in our local high school and received sponsorship from 4-H Clubs. This program taught range safety, care of weapons, and developed target skills.
For a complex number of reasons, the girls in the program became better shots than the boys and bruised a lot of male egos.
If our society can require a drivers license to operate a means of transportation, it can certainly require a users license to operate a machine designed to kill something.
