The "driver's license" analogy doesn't hold up all that well.
You need a license to drive a car on a public road, among other drivers. You don't need government permission to own a car in your own garage. I'm not even sure you need a driver's license to drive a car if you drive it only on your own private property and roads. I know that's true for tractors and farm vehicles.
Depending on the state and locality of course, you do need a license to carry a gun (especially concealed) out in public in many places, and I have never met a "gun nut" who resented having to get such a license, as long as such licenses are, in fact, available to them.
In any case, I didn't see any amendments in the Constitution guaranteeing the right to drive a vehicle.
That being said, even if it were not a legal requirement to own a gun, the training programs you mention are excellent ideas, and it would be foolish to own a gun without such training.
