But in CA, you have to pass the tests to get the privalege in the first place. Subsequently, if you run into trouble (court for dui, etc.) then you have to do it again to get your privalege back.
In other words if you are qualified and maintain a decent record, then you may drive. Screw up and you have to re-qualify (among other things you also have to do).
If you think our traffic death-rate would not rise if you never had to qualify at all, then you are a silly silly man.
