Doubtful

When was the last time you took a driving test? When was the last time you took even a written test to renew a license? Simply because someone passed a driving test once (in my case, 31 years ago) doesn't mean he's a safe or competent driver. Daily driving experience and the accident rate (some 2 million auto accidents a year in the US alone from what I've heard) shows that the average driving skill level on the highways is pretty poor.

Pilots are required to take a flight review every two years (a BFR). If we were serious about highway safety, we'd make people take periodic driving tests and to deny a license to unsafe drivers. However, that would require quite a bit of resources to retest everyone and no one is willing to pay for it.
