Anything other proposition is going to require some kind of evidence. That's how science works.
How do you keep secret the fact that the government is arresting people who are discussing the arrest of the first guy? Especially if some of them are lawyers? Arrest the people who know about the people who know about the arrest? Don't you see how silly this idea is?
