The best solution for "idiots who vote" is a four party system. There exists the Democratic and Republican parties for the genuine exercise of political power by rational and ethical people. There should also be two nut parties for idiots and scumbags. The Green Party is an excellent trash can for the Democratic Party to dump its looney left, "progessive" liberals, environmentalist luddites, BDS fruitcakes, etc. After the Democrats (my party) figure that one out then we'll start winning elections. There is no trash can for the Republican Party but they desperately need one for their Christian taliban and paleo-conservatives. This actually represents a huge opportuntiy for the Democratic Party. The mechanism with the Green Party is in place for the Democrats to jettison their lunatic fringe. After having cleansed themselves, the Democrats should rapidly leave the Republicans in the dust (the Republicans have no mechanism in place to jettison their screwballs).
