Besides the fact that Collosus would have been a very short film if they did just turn it off, the computer had already been tied in to the nuclear missile network when it demanded to talk to the Soviet Guardian computer. In fact, the humans did sever the link between them at one point, and the two computers launched one missile each at targets in the USA and USSR to give their primate creators an incentive to re-establish communications ASAP.
One big idea nowadays is that having emotions is essential to at least making our thought processes and the ability to learn, adapt, and grow. We need emotions to help us make quick and hopefully correct decisions, rather than go through a huge list of possibilities and end up doing none of them by trying them all and having some fail and/or harm us.
Or maybe the need for emotions is unique to intelligent life on this planet. While it would appear that social creatures seem to be the most advanced thanks to cooperative efforts between indivuals in the group, would a superior single entity need them? How about a being different functioning parts that are so closely linked to the "main" being that for all practical purposes they are essentially just the organs of one great life form?
